Can't figure it out? yeah well blame steam for this one.
ok first you need to download this http://nemesis.thewavelength.net/index.php?p=39and run VTFEdit this will allow your pic's to work use this program like Irfranview or any other photo resize app.
now the tricky part first you have to create a VGUI folder if you don't have one already so...
Start: my computer: local C: program files: find the steam folder: steam apps: "your name" folder: team fortress folder: tf folder: materials: ok here is where you want the VGUI folder so if there isnt one create one. inside the VGUI folder should be another folder named logos open the logos "create one if there isnt one" and create another folder named UI: ok.. open the VTFEdit and use it to resize a photo "it should do it automaticaly when you use VTFEdit to open a photo" now save it in the UI FOLDER now make a copy of it and place the copy in the logos folder.
You should have your VTFEdit photo next to your UI FOLDER as well as inside the UI folder this makes so that you can see your spraypaint in the options menu when you choose the photo.
