ConverXToDVD. Best program out there for exactly what you want to do. Other options are Nero Vision Express (comes with a full install of Nero) or DVDShrink (Free, but not as full featured).

WinAVI Video Converter is a good one too to make chapters. Its a little more user friendly than convertXtoDVD but not quite as good and customizable. It has a basic cover/menu page, and you can convert just about anything to anything.
I use WinAVI when i decide I want to waste a blank DVD to convert some R5 Line, or Screener movie to watch on the big screen.
Nero has other great menu options as well like WinAVI and ConvertXtoDVD does. I like ConvertX's because it is a little more customizable.
If I am copying a standard DVD or Blu-ray, I will turn on the latest AnyDVD, use DVDShrink, or some other program like CloneDVD or DVDFab etc...

WinAVI is a good one indeed, but be aware it will not run on Vista. Just an FYI...
