If when you launch COD2, you get a black screen for 10-20 seconds, do this to stop the black screen.
Right click on the CoD2MP_s Shortcut or Call of Duty 2 Multiplayer Shortcut, left click Properties, however you have it named.
In the target path, add this to the end

+set com_introplayed 1
It should then read something like this

"C:\Program Files (x86)\Call of Duty 2\CoD2MP_s.exe" +set com_introplayed 1
Click Apply & OK and that should be it...
