A dual core processor is useless without a 64 bit operating system.
Go with XP Professional 64 bit edition if you want XP.
I use the XP Pro 64 bit and love it!
Then you will be able to use the potential of dual core and 2GB+ of RaM.
Maybe go with four sticks of 1GB with the RaM.
I only have 2GB, but plan on jumping to 4GB sometime in the near future.
Then eventually go for the SLI, it's awsome!
