So Teamspeak's licenses expire every year from the date server software was released.
I installed the update, and it wouldn't work at all. After 2 hours of troubleshooting, it appears, there is a support bug on functions of a server processor needed for the newer software to run.
We were running 3.9.1, they upgraded to 3.11 (that's a year difference). 3.11 wouldn't work and kept crashing.
I found server version 10.2, downloaded that, restored the back up copy of 3.9.1 and installed 10.2 over it. It worked, TS back up.
No documentation on this, had to go dig through forums with everyone complaining, and then finally found someone that said they were able to get it working by going to 10.2

actually insane how many servers are down right now! so i quess im not the only one having problems!
gonna use the older version 3.10.2 as that actually works!
TS staff said they can't promise they will remove the limitation before 3.12, so people with issues may have to get new processors to run the server side.
What a pain!
