Credit to everyone that got it to begin with!! Not saying your source / answer is wrong. My answer was certainly wrong. (Russia isn't part of Europe in any case) Just commenting on how the name Caesar has been translated and used a lot of times.

If mountains were measured from their base rather from sea level, this would be the world's tallest, since its base is on the ocean floor.
